When you appear at the court house many of the clerks will offer to allow you to meet with the prosecutor to "Avoid a Contested Trial", offering to let you try to come to a "resolution" with the prosecutor without going to traffic court for a trial.

Thereby saving costs to the system, e.g. not having to pay for police officers to attend court, and ensuring that the defendant was convicted of something, and allowing the municipality to collect the fines.
